Issue a minor works certificate

A MEIWC covers additions and alterations to an EXISTING circuit. Adding a socket-outlet or a lighting point, moving a switch, replacing an accessory or a luminaire. The form says so in its own subtitle: it is to be used only for minor electrical work that does not include the provision of a new circuit.

A NEW circuit is out of scope. So is a consumer unit or distribution board change. Both need an Electrical Installation Certificate instead. Reaching for the wrong form is the commonest way this certificate goes wrong, which is why the builder puts the scope at the top of the screen rather than burying it in help.

One certificate per circuit. The guidance printed for recipients is explicit: a separate certificate should be received for each existing circuit worked on. So if you added a socket on the kitchen ring and moved a switch on the landing lighting, that is two certificates.

Sections A to E on one page. Section A is the description of the works, any departures, and comments on the existing installation. Section B is the earthing and bonding you found. Section C is the single circuit, with its board, its protective device and any RCD, AFDD or SPD. Section D is the test results. Section E is your declaration.

There is no overall assessment, no observations table and no schedule of inspection. This certificate does not adjudicate anything. It records what you did and what you measured, and Section E is where you certify that the work does not impair the safety of the existing installation.

Section D is qualified on the form itself: test results are recorded where relevant and practicable. A lighting point added to an existing circuit has no ring continuity to measure, and a relocated switch may have no insulation resistance figure worth recording.

So TradeBooked does not force a value into any of those fields to let you issue. Demanding a ring continuity reading on a job that has none would push you into typing something untrue to get past a validator, and a made-up number on a certificate you signed is a far worse outcome than a blank one.

Polarity is the exception. It applies to any minor work and the form gives it its own tick, so you confirm polarity is satisfactory before you can issue, or you do not issue.

Electricians and security engineers can both issue a minor works certificate. The condition report and the EV charge point record stay with electricians. And the trade gate is not a competence check: Section E still asks for a competent-person scheme registration number and a blank one is rejected, so an installer who is not scheme registered cannot issue one whatever their trade type says. Note that SSAIB is a security body rather than an electrical scheme, so nothing prefills into the scheme fields from your credentials.
