It is the one electrical document a security engineer gets here, and it has limits worth knowing: a new circuit or a consumer unit change is not minor works and needs an Electrical Installation Certificate, and the certificate will not issue without your competent-person scheme registration number, so it is no way round being registered.

It is the only electrical document in the security engineer configuration: the condition report (EICR) and the EV charge point record are electrician-only.
Yes. Every certificate you issue carries a QR code and a private link. Scanning shows the reference number, the business that issued it, the date of the work and whether a newer version has replaced it, so a managing agent or an insurer can check it against the copy they were sent. It confirms the certificate is the one you issued. It does not vouch for the work or for your registration.
